1. Only two people on the raft at any time.
2. At least one person is needed to operate the raft.
3. Mum can't be left alone with the boys.
4. Dad can't be left alone with the girls.
5. The thief can't be left alone with anyone unless the policeman is there.
6. Only mum, dad and the policeman can operate the raft.
